Installation on windows, write premission error

I am having a little trouble with the installation. I have setup MySQL and IIS and when I go to my domain/machform/installer.php I get the following error: The data folder under your machform folder is not writable. Please set the permission to writable (CHMOD 777)
On the installation instructions page, it goes into a little bit of details how to deal with this on Linux but not so much for windows. I have went into the folder settings and under security I gave write permissions to all the users I saw on the list. I have also checked to make sure the folder is NOT read only. However none of this changes the error when reloading the site.

I'm not sure what else I am missing, is there some other place that I need to give permissions to write to the data folder?

CHMOD settings are Linux only and not applicable to Windows O/S.

Suggest if the above doesn't resolve, install an alternative web server AMP stack like WAMPServer, which runs Apache (not IIS), and (from my personal experience with it) you shouldn't have issues with file or folder permissions. I can't comment on using IIS as I have Win 10 Home which doesn't include IIS.
